Setting the volume fraction

im new to this type of simulation. I am completing a VOF simulation of sloshing, i set the volume fractions of water and air to .5 each, and in the scene it shows the whole part to be either air or water depending on what function i choose, and the value is .5 leading me to believe i have set the volume fractions incorrectly. Any help is appreciated. Thanks
