How to define a no-slip condition with field function

Hi guys,

Currently I have met a problem to simulate a multiphase flow problem which is liquid-liquid-gas system by using VOF method. Here a gas bubble is initiated in the bottom of a rectangular tank where it has two layers of immiscible liquid (oil and water).

Once the simulation starts to run, the gas bubble will move upwards and then the water (the lower liquid in the tank) will encapsulate the gas bubble. That is the physical phenomenon. However, how can I define the surface of the gas bubble is no-slip condition if the gas bubble is not in the Region's Boundary?

Any suggestions and help are appreciable. Many thanks!!!
