You can't. ANSYS Fluent mesh files are .cas or .msh. You'll have to open your mesh file in a meshing software like ICEM and then export it for Fluent.

Use Workbench. Create a new system for the solver (CFX), right click on the box that says mesh and select import mesh file -> Browse. Click the dropdown option for the file type and select CFX5. Then right click on the mesh box again and hit edit. There should be an option open it in ICEM.

Edited to add: you can then export it by choosing the solver (Fluent) and exporting it
