[ICEM] Delaunay and Tgrid create elements bigger than specified size

Tech Neo is on a distinguished road
After analyzing the max side of tetrahedral elements I have observed that Delaunay and Tgrid are jumping the maximum specified global element size ( this is the biggest specified size in the whole geometry). The max side of elements is 18 mm while the specified max is 4 mm. I have no idea why this is happening? Any expert opinions?
