Default How to mesh a perforated cylinder?

I would like to generate a mesh on this body with minimum orthogonal quality more than .15 It's dia of 23mm and 2mm for the cylinder and holes respectively with cylinder height of 200mm. Is it possible to do a structured mesh ?

Try strategizing for two rows of holes. If it can be done , then we can mirror it.
