Default Swirler Geometry Creation

I am trying to create a swirler (or de-swirler) geometry, it is similar to an impeller, however with a slight difference, the angle of the helix doesn't stay constant across the hub length.
I will be really grateful if you could look upon the attached images and suggest a way to achieve a similar geometry, using any tool (preferably Design Modeler) you think is appropriate.

I could create an approximate geometry using spaceclaim (using face curve tool), but it isn't a very accurate method.

I am also attaching 2-d design given in Text Book 'Alex C. Hoffmann, Louis E. Stein, Gas Cyclones and Swirl Tubes'.
