With mapped hexa blocks, the number of nodes on parallel edges must match (except where they are multiplied by a refinement factor).

For instance, if you have 10 nodes across one index, it must be the same the whole way across your model. You can't just set one particular edge to 7 nodes... that 7 must propagate.

The option to propagate distributions is for the "distribution" (the mesh law, initial spacing, etc.), the number of nodes must be propagated...

I saw one of your presentations where you have explained that by deleting (permanently) the inner block of cylinder we can avoid this constraint on parallel edges.

This time i have solved this flow (Re=40) using chimera/overset mesh. And Cd comes out to be 1.518. So there is not much difference in results.
