What will be the state or condition in fluid volume when flow is not full?

Default What will be the state or condition in fluid volume when flow is not full?

Assume we modeled a large pipe. And if we give low mass flow as inlet, then the flow will fill only a little portion of the pipe. What will be condition or state in the space of fluid domain, where fluid flow doesnot occur n single phase flow?
(in case of multiphase flow it is understood that the air or other fluid will occupy the remaining portion and free surface of fluid will be formed. But what will happen in single phase flow?)
