What exactly do you mean by circular flow? I'd be suprised if it couldn't do it.

Sory if i used the wrong word. I mean I want to creat a flow in a spiral form. How can I do it without putting turbine?

Do you mean that you are trying to create a swirling flow at an inlet boundary condition?

Have you seen the Tutorial 18 called "Combustion and radiation in a can combustor", in this chapter you can see how they´ve given swirling velocity to the inner fuel, so they didn´t use vanes to find this effect!
