question on ICEM CFD Tetra

Default question on ICEM CFD Tetra

I am a beginner with ICEM CFD. I did some test on mesh generation. I am totally confused. Here is the situation: 1. The geometry is a 3mm*4mm*5mm box. 2. All the surfaces are set to 0.3mm Max size through Mesh Size for Parts. 3. Mesh type: Tetra/Mixed, Mesh Method: Robust (Octree), Create Hexa-Core is toggled on.

Here are my questions: I set the Max element in Global Mesh Parameters to 16, 8, 2, 1, and 0.5. The mesh does not change at all. In the center of the box, it has uniform hexa mesh, and the size is not influenced by the Max element. Why? I thought the mesh should grow from the boundary size to the max size as they move away from the boundary. Is that right? What is the meaning of Max element here?

What would influence the hexa mesh size in the center?
