Standard state Enthalpy difference of same material

In Fluent Tutorial Guide page 771. I've seen that when modeling the surface chemistry, the tutorial is using different Enthalpy and Entropy term for same phase of the same material. I don't really understand. Can anyone explain why they want to set different enthalpy and entropy value for same material?

They're not the same phase.
