couldn't open online help manual

Hi,
I found I can't open the help manual in fluent (the online html not local pdf) when clicking help button in fluent this morning,and before that everything is fine  I just set the environment variables for udf last night (I wonder if this is the reason) and it shows error as shown below: then I found I can successfully open it in icemcfd:  anyone knows why? maybe it's about port occupation for"0"?
