non thermal equilibrium model in porous media

Hi all,
I am facing trouble regarding working of porous media Local thermal non equilibrium model in FLUENT. I want to implement boundary conditions as attached . However, I am not getting any clue how to implement it in the domain. Any insight regarding the problem will be helpful.
