Can we say "fully developed swirling flow"?

Default Can we say "fully developed swirling flow"?

In general, swirling flow is 3 dimensional flow, sometimes we simplify a flow as fully developed flow for the convenience of establishing a model. Can we consider swirling flow as fully deceloped flow in some cases? for example, the flow in cyclone separator oulet pipe.
