I need instructions on how to run a process on a P4 dual core utilizing both cores with fluent 6.2.16.

Try it? But yes, it should work. Bear in mind though that it is going to have to be a fairly large 2D problem before it will get much benefit from running in parallel. At least 200 000 cells or so.

From the command line,

fluent 2ddp -t2

should do it, assuming that you have a parallel license

If you have never launched from command line before, you will need to have fluent setup the environment using "Set Environment" under Fluent.Inc products in windows.

Then you can use "fluent 2ddp -t2"

Otherwise you have to type the full path to the directory in which you have fluent installed.
