remeshing grid cannt be split

Hello, I met a question in the remeshing grid. The tri grid can not be split when the length of the grid is out of the maximum length scale, and it is only stretched.

It is a cylinder, the total height is1mm, the radius is 30mm. The top 0.5mm is tri grid while the bottom 0.5mm is quad. A interface connect the two cylinder. The two interface faces and the bottom face of the cylinder are downstream with the velocity of -0.001 in Z axis. |
