Default Fully developed flow at inlet ?

İ have a proplem wilth fluent. i am researching surface heat transfer backflow step and i need fully devoloped flow/velocity at inlet but i dont know how cani do. If you answer i will be happy

note: ansys 12.01 fluent my software
