how to generate structured mesh concentric cylinder in gambit

hi
i have problem for 3D structural mesh. i want to mesh space between two concentric cylinders but GAMBIT makes logical error! strangely number of nodes are correct and equal in connected edges and faces but it makes error and i cant generate 3D mesh!!
i split my domain to 4 equal sections but i still have error!!!!
please help me.
