Default about the implementation of unsteady kutta condition and wake modelling

HI ALL,
I am currently modelling a swimming fish using MATLAB with the vortex panel method. But i have problems setting the unsteady kutta condition. I set the normal velocity to be zero without changing anything else, and i get some weird oscillations for the circulation distribution near the trailing edge which i dont think is reasonable. And i am also trying to model the discrete wake using Kelvin's circulation theorem using iterative analysis. This method is to run the panel method iteratively with the changing starting vortex at the trailing edge. however it diverges. Can anyone help me with this? really thanks for the help.
