Default Polyhedral Mesh Vs Dual Mesh

What is the difference between a polyhedral mesh generated by converting tetrahedral mesh (like what FLUENT does) and dual mesh like what CFX does for solving? All node centered unstructured solvers create dual mesh. Is the difference only between merging and not merging faces?
