initialization problem in fluent

hi...
i have modelled a 3d delta wing in gambit enclosing with two outer volumes.
the inner volume as an interior volume and the outer vol is the flow domain.
when i open the .msh file and in the initialization step , the velocity components remain unchanged after i initialize with a proper B.C
what is the problem??
