the state equation

for incompressiable flow, the state equation (e.g idea gas,it is P=densit*R*T ) is still logical?

No. In the incompressible limit you loose the equation of state. Although you can write down equations which do not throw away the equation of state you have to be very careful with the physical interpretation of the resulting equations (assuming that there is one).
