meshing inside a circle

Hi,
I am new in this forum and I am a beginner in Open Foam. But now I've my first problem. I have 3 rotor blades and a cylinder around them. you can see this in the first picture. In this way it is possible to create a working mesh. The problem is that I need the cylinder as near as possible around the rotor blades. But in this case i don't know how to mesh the rotor blades, that the refinement regions are not hitting the cylinder. You can see this in picture 2. I hope you can help me. Sorry for my english.
