3D Cylinder - No Vortex Shedding

Hello all,
I am trying to simulate laminar flow past a circular cylinder in 3D at Reynolds 100. The issue I am facing is that vortex shedding does not start to occur when the borders of the computational domain do not match the borders of the cylinder. The idea is that I also want to simulate tip vortices. There is no problem however when I let the borders of the domain and the cylinder coincide. The mesh is not that fine as I wanted the simulation to run fast but I had the same problem on a finer mesh (in that case the cylinder was shorter however). Some basic information about the case: Cylinder diameter: 0.2 m Cylinder length: 3.0 m Fluid velocity: 0.2 m/s Kinematic viscosity: 4e-4 m^2/s Maybe something is wrong with the selected schemes or boundary conditions? I don't have that much experience with OpenFOAM yet. I uploaded photos that show the current results for the velocity distribution and I also uploaded the case files.
