The value of C3 in k epsilon model

Hello Foamers,
As is shown in the source code of the k epsilon model in openfoam (/src/TurbulenceModels/turbulenceModels/RAS/kEpsilon), there is a C3 coefficient implemented. In the Description section in the .H file, it is said that C3 has a default value of -0.33, but based on the constructor in the .C file, C3 is always initialized to be 0 if no such value is provided by the user.
