internalField vs. boundaryField

Hey everyone,
I haven't found a satisfactory answer in the OpenFoam Guide or Tutorial for the following question: How exactly do the sections 'internalField' and 'boundaryField' of the U- and p-file (in the time folder 0 e.g.) interact? Let's assume, I'm gonna set all cells to 0 m/s in 'internalField' (by syntax for uniform or nonuniform) and going to allocate the certain cells of the inlet boundary with 1 m/s in 'boundaryField' (what are obviously a part of the cells in 'internalField'). Will the values for the inlet cells be overwritten from 0 to 1 m/s???

Boundary values are fixed (if fixed value is chosen) and internalField values are calculated by solving the system of equations
