floating objects using Stokes I case

I am trying to create a case where there is a floating object that moves with the waves generated by Stokes I.
I used the Stokes I case to start with. I created two boxes in the field, the right one represents a static non-floating object, and the left represents a floating boat.

before adding any buoyancy conditions from the floating body case, I tried to run the simulation as it i with the two objects acting as a wall.
the 0 folder consists of U, p_rgh and alpha.water
the system folder is the same except for that I changed the blockMeshDict and polyMesh with a polyMesh generated by ideasUnvToFoam and checked the mesh --> no problems.
The initial conditions are as in the attached case.

the question is: why am I not able to generate waves though the boundary conditions are the same as the Stokes I case.

I am attaching the case file with this post and some photos of the final results.
