Unable to simulate Actuator disk on top of building

I simulated the actuator disk model and flow around building separately but when I mount the disk on top of the building (using 2 different geometries a building and a disk) and simulate it with more or less the same setup I get an error.
FOAM FATAL ERROR
file: Unknow
Any help on this? I have attached the whole case setup
