Create unstructured grid mesh in openfoam

To simulate using a mesh composed of tetrahedral elements instead of a structured grid in OpenFOAM, would it be best to generate the mesh using a different tool like Fluent and then import it? Also, is it possible to use the setFields utility on this imported unstructured mesh in OpenFOAM?
