Default physical difference between "turbulence off" and "laminar"?

Hello,

I hope I don't look like a fool with this question.
I looked in the code and it seems it makes no difference to run a case with "kepsilon + turbulence off" or just "laminar" setting in RASproperties.
But I'm not sure.

Can somebody make that clear?
