0.85 for tetra is good. If it is not already...

0.85 for tetra is good.
If it is not already done, try to mesh it with tetra-hexcore (it filled the core of your domain with hexa)--> very powerful

it seems you have skewness problem. If you get...

it seems you have skewness problem.
If you get a 3d mesh check volume mesh quality and check where is worst element.
If you don't get 3d Mesh, do the same but in 2d.
