OpenFOAM v1912 Windows7+Docker - OF_Create_Env not working

I was trying to install OpenFOAM v1912 Windows7+Docker.

While running the OF_Create_Env, it specifies a .exe that is not available in the docker file. And as a result, its running fails. Any help?
