you can define the moving reference frame in "Cell Zone Conditions" --> "The fluid you want to rotate" and then Motion Type : Moving reference frame.

Hey,

here is a picture with 2 zones.

If you want to make a rotating zone inside a stationnary zone (such as in the picture) then you better use a Moving Reference Frame instead of Dynamic Mesh....
