Default Mesh cells growing too large

I'm trying to run a simple Poiseuille flow simulation, and running into issues with the mesher. No matter what size I choose for the Base Size, I'm ending up with cells in the middle of the pipe that are ~10% of the pipe diameter. Is there some way I can tell STAR-CCM+ to not, under any circumstances, create a mesh cell with a dimension larger than a given value?

It's a 2D application- I've tried triangles, rectangles, and polyhedral, all with similar results.

Well... for trimmed mesh (rectangle) you can specify maximum cell size.
for polyhedral mesh you can specify volume growth rate.

Decrease "Surface Growth Rate" or try any other "... Growth Rate" in Mesher "Default Controls"

can u just check the global mesh size and specific region mesh size together
