I'm trying to run a simple Poiseuille flow simulation, and running into issues with the mesher. No matter what size I choose for the Base Size, I'm ending up with cells in the middle of the pipe that are ~10% of the pipe diameter. Is there some way I can tell STAR-CCM+ to not, under any circumstances, create a mesh cell with a dimension larger than a given value?

It's a 2D application- I've tried triangles, rectangles, and polyhedral, all with similar results.

Well... for trimmed mesh (rectangle) you can specify maximum cell size.
for polyhedral mesh you can specify volume growth rate. Check out the help documentation under: User Guide > Meshers > Volume Meshers > Volume Mesh Control and Values |

Decrease "Surface Growth Rate" or try any other "... Growth Rate" in Mesher "Default Controls"
