The edge velocity for CGL

Hello,
I am now working the moving mesh with SU2, but I found that the GCL term is calculated by averaging the grid velocities at the edge mid-point and dotting with the face normal, Residual_GCL += 0.5*(GridVel_i[iDim]+GridVel_j[iDim])*Normal[iDim]; I really suspect if the conservation law can be met using averaging velocities? is there any test case showing the conservation law is got met?
