Surface missing while meshing

Hi,
I'm working on meshing a part with a rough surface. Usually you would want to smoothen the geometry but since it is important to keep the geometry as is, to know specifically how the fluid solid interaction is taken place, it has to stay that way. I could use the global mesh setting in ICEM but it doesn't provide the mesh quality that I want it to have. After blocking is initialized, I assosiate the edges and curves as well as the surfaces to the faces. Unfortunatly one small part of the mesh is always missing. It seems like it can't generate the mesh. However, it does it perfectly on the opposing site. In addition to that it is not a 3D mesh. Only a 2D mesh dispite me using the 3D blocking.
