[ICEM] Bad mesh with strong curvature in ICEM

Hello,

I have been using ANSYS ICEM for the past couple of years but there is a mesh problem that I have been unable to find a solution to. I'm using a block based mesh to mesh a centrifugal compressor. With a coarse mesh, I generated a fairly good quality mesh. But, when I increase mesh density, there is bad mesh at the surface of the blade where there is strong curvature. Looking pre-mesh quality and mesh slice (attached images) it appears that the mesh at the surface is going into the wall and is not orthogonal. I have tried many different options, but nothing appears to fix the problem. Is there an option get the mesh to respect the surface of the geometry and be orthogonal?
