[ANSYS Meshing] can't modify the mesh for element size of 3e-7

Dear All,

I know this question has asked before but I can't get a full solution.

Now, I can't modify the mesh for an element size of 3e-7 meters and less. For your reference, I am also attaching my mesh setting. During meshing at 3e-7 meters element size nothing is happening from around 30 hours.

I had tried the same meshing with 16 GB and 8 core processor windows 7 operating system and 8 GB 4 core processor with windows 10 OS. Please help me to figure out this issue.
