Heat transfer coefficient in porous media

Hi

I am modeling a car radiator. It is a cross-flow HX between air and water as in the figure attached.

the fins are replaced with porous media. The pressure drop vs velocity curve is known.
I am using the thermal non-equilibrium model and one of the inputs required in Fluent is the heat transfer coefficient.

The question is how is the heat transfer coefficient calculated or obtained?
Is it the HTC of the air passing through the fins or not?
