How to calculate required heat flux for a cylinder to be at constant temperature?

If there's a heat flux, it can't be a constant temperature. So zero.

The problem is in case of a bundle of pipes arranged above each other. The pipes need to be kept at constant temperature. It is heated internally. So what should be the heat flux given to individual pipes to keep them at constant temperature?
