How the power input is estimated in savonius turbine in 2D simulation?

I am trying to simulate the 2D model of savonius turbine. The power input to the system is proportional to the projected area. For 2D dynamic simulation, how much moment of inertia, I need to provide for a 2D model. Theorotically, at a diameter of 1.5m, total input power is 76.25 N-m per sq.meter at 5m/s inlet velocity. How to model this in a planar 2D simulation? My total turbine weight is 100Kg.

For a turbine, it has to be output and not input. Input is in terms of momentum or kinetic energy of the flow driving the turbine.
In a 2D planar system, Fluent assumes that the dimension is 1 m in z-direction. From your post, it is not very clear what you wish to achieve from the simulation.
