How do you get the Y+ specifically in the Boundary Layer and not the rest of the mesh? Every time I select the Y+ option in the histogram after Ansys converges it just gives me a min- Y+ of 0 and a max Y+ of like 3500.

From my understanding, Y+ is a turbulent property at a wall so it'll be applied to a selected boundary (or all boundaries) as opposed to your mesh.
