Thrust not up to the mark for rocket engine simulation.

Hello everyone I need some assistance for my problem. I have actually designed a rocket engine for 25N thrust with exit velocity of 4000m/s. When I have simulated in ansys fluent my result are good but the thrust is just 10N. Can anybody suggest possible solutions for this.
