question on data access in parallel computation

I have two questions, 1.what value will the program return if the data specified (like C_T(c,t))is out of the partition of the current compute node? 2.If I define a global static variable in script without something like "#if RP_NODE", will each compute node allocates the variable in itself memory, so that during the computation each compute node has irrelevant global variables?
