setting up interfaces in Fluent

I've been having this problem where i think my interfaces don't really seem to be working and allowing fluid to flow past the interfaces and I'm not sure what seems to be the problem. I also get this error once i try solving the model in fluent using a viscous laminar, pressure based transient solution.

Basically i'm trying to make the inner cylinder of fluid rotate and hopefully interact with the outer fluid represented by the rectangular box. However when I look at the solution the inner fluid just seems to be rotating within the inner fluid and not interacting with the outer fluid

where is the inner fluid, i saw a cylinder in the box, the interfaces.....?
you have to create the differnts phases of fluds using:
- innitllysing......2 adapt ....3 region ..4 creating interfaces...5 and patching the fractions, using : 1for water and 0 for gas

The inner fluid is represented by the cylinder and the outer fluid by the rectangular box around it... where can i do this initializing and all? in fluent itself or before that ?
