in Your point of view VOF solution method is transient or steady state in hydrodynamic analysis???? |

Fluent UG recommends to treat vof cases as unsteady cases. often PISO algorithm is preferred.

You can read all about it in the User's Guide. Transient is the logical way to use the VOF method, though they do allow a steady-state solution if it's meaningful in your situtation.
