Default Fluctuating Omega Residuals with different BC

hello Every one,
I am simulating a radiator fan , with different BC's
1. mass outlet . static pressure inlet , Rpm(4000 rpm )
2.pressure inlet - pressure outlet ,RPM

I am running steady state- K-w SST , but I see fluctuations in Omega , simulation statistically converges at less magnitude of error 10^-4(steady state) but when I switch in to Transient simulation I see divergance after 500 Iterations

I am confused about reasons for fluctuations in Omega residual, I extended the inlet away from fan als outlet to enough distance, but still has no use , I generated mesh with 14 million elements.
