Why does some flows have more than one velocity scale?

Turbulence is characterized by a range of scales. However, when defining velocity scales to flows like turbulent jet/shear layer/channel flow, they only have one velocity scales while turbulent wake has two velocity scales. How do we go about assigning velocity scales to different flow types?
