Help with grid refinement study - can't get less cells!

I know this sounds bizarre, but I can't actually get a medium or coarse mesh level. I've tried multiplying my sizings by 1.4 initially, and the cell count went from 28 million to 34. I then multiplied the sizings by 2 instead, and it was at just under 30 million. How in the world does this work? What am I doing wrong? I multiplied all the min and max size values for each local refinement as well as the global settings. Prism layer count/growthrate/first height were unchanged.
