Default Stability with Under Relaxation factor

I was conducting a simulation of two airfoil and the residual monitor at the beginning was showing oscillating behavior. Then I reduced the URF and Explicit relaxation factor too and with successive trial method the residuals got damped. I was doing with k epsilon model and kept the tolerance to be 0.001 for k and epsilon and for x,y velocity and continuity kept 1*10^-6.
All the residuals converged except epsilon. Now my question is which URF value should I change so that the epsilon converge?
And when should I change the explicit residual value?

Note- In a separate monitor the Cl value is almost horizontal irrespective of the non-convergence of the epsilon value.

Will be really helpful if someone replies.
